According to players, there is currently a bug in Cities: Skylines 2 where the homeless population will continue to grow, even if you build a bunch of affordable homes for everyone. In some cases, it’s causing armies of homeless NPCs to pour into the streets.

So, players are coming together to share ideas on how they can stop this. Every single proposal sounds completely soulless and evil, but the best one has to be just modding them out of the game entirely. Similarly, players havehad to remove landlords for causing too many problems, but I think more of us can get on board with that idea.
