Zenless Zone Zerointroduced a ton of unique characters for its enthralling story. With its team-based combat, choosing which Agents will accompany you on your commissions will be paramount to your success as a Proxy in New Eridu.
Although gacha tier lists can be helpful for new players as a guideline for what is generally good and what isn’t, they aren’t the tell-all of what to play in the game. Zenless Zone Zero uses a difficulty toggle just in case you are having trouble with the later stages of the main story quest. That way, you will be able to use some of your favorite characters, even if they are not up to par.

Updated on June 12, 2025, by Jesus Morales:Two new characters were recently released in Zenless Zone Zero’s 1.1 update. Qingyi and Zhu Yuan are excellent additions to the roster of agents, so we needed to rank them properly by including them in this list.
Tier List Criteria
Every tier list is subjective, especially when there are characters of different roles. When comparing a DPS agent versus a Support one, it becomes hard to rank as they each specialize in different areas of combat. In Zenless Zone Zero, the team-based combat helps us rank the Agents a bit more easily.
There are different game modes in Zenless Zone Zero. From the main story to the difficult game mode, Shiyu Defense, which unlocks during chapter two, the list ranks how well each agent can perform in every facet of the action hack-and-slash Hoyoverse game.
Even though the characters are ranked, you will be able to use any character to clear all the content available in-game. Just have fun!
C Tier Agents
The following agents are not bad by any means, and you will still be able to clear every piece of content in the game, but if you choose to venture into harder end-game content, you’ll want to make sure your stats are finely tuned.
Anby
The stoic member of the Cunning Hares can apply a decent amount of Daze, but other Stun characters outclass her by a good amount.
Luckily, she’s a free character and once you upgrade her Mindscapes, she’ll become a massive Stun machine.
Corin
Another free character, Corin, can lockdown enemies by holding down her chainsaw attack and even mitigating some damage with it.
Her assist can apply Daze to the enemy, making her a great starter character to pair with Anby until you can find better replacements.
Anton
On paper, Anton’s kit sounds incredible. As long as he is paired with Agents that can Shock enemies, his Burst Mode ability can output huge amounts of damage in a short amount of time.
Sadly, he relies too much on building his energy quickly, making him a bit slow at the start of the battle.
Billy
Even though he’s the best boy and deserves the world, Billy Kid just doesn’t match up to every other damage dealer in the game.
He has excellent range with his pistols, but outside of his incredible chain attack, his gameplay is awfully linear.
B Tier Agents
These Agents can still put in some heavy lifting, but they are more suitable in their niche applications.
Piper
Piper has some great boons for your team. As the second Anomaly character, she can do well as a flex spot in your lineup.
Her Tire Spin attack can shred through groups of enemies with ease, while increasing your team’s attack power.
Ben
Ben is an incredible Agent for players who prefer a slower playstyle. He has a blocking stance that can repel and counter just about any attack and can provide shields to the rest of your party.
Sadly, he requires a ton of time on the field, and other supports provide better benefits by quickly switching out.
Lucy
Lucy can be considered the DoT character in Zenless Zone Zero. Her basic combo with launch her boar minions to nearby enemies and will continuously attack even if Lucy leaves the field.
She can be a great support for mono-fire teams, but her DoT playstyle doesn’t have enough support in New Eridu just yet.
A Tier Agents
These Agents are a great way to fill your team if you haven’t pulled some of the best. They can compete with the S-tier Agents with the correct team composition.
Soukaku
The first Section 6 Agents comes in the shape of a blue-horned support named Soukaku. She can be a bit niche, but when she is out on the field, she’s one of the best at her role.
She can buff her ATK and pass on the buff to her teammates when switching. Although she can use the ATK buff on any team, her Ice DMG Boost will make her shine in a mono-attribute team.
Koleda
Koleda is technically a Stun character, but her damage output is comparable to that of the strongest DPS Agents. She’s extremely easy to play, giving you plenty of invulnerability while swinging her hammer.
If paired with Ben Bigger, she receives a unique animation for her enhanced basic attack and can even match S-tier damage.
Grace
Grace can be a bit basic, but what she lacks in variety, she makes up with consistency. Her kit revolves around building Zap stacks until she is able to spend them all for huge bursts of damage.
She might not be the most fun character, but she’ll help you defeat some of the toughest bosses with her dual-type damage.
Soldier 11
Soldier 11 is one of the premier fire-damage dealers, alongside Koleda. Just like Lycaon, this Agent benefits the most from mono-attribute teams, by buffing her fire damage.
If played correctly, Soldier 11 can double her attack’s DMG with the help of her Fire Suppression attack.
Nekomata
Nekomata is a speedy attacker that you’ll meet early on in the game’s main story. Her kit relies on nailing perfect dodges to buff up her damage so verify you stay on your toes while she’s out on the field.
If you manage to pull her from the standard banner, she will make a great addition to your squad with her Cunning Hares synergy.
Nicole
The leader of the Cunning Hares is one of the best free characters that the game awards to players. Her skill can group together enemies for your damage dealers to unleash devastating AoE attacks.
You’ll unlock her early in the game, giving you plenty of time to learn her kit.
S Tier Agents
The Agents in this tier are some of the best in the game. Their flexibility, when it comes to team compositions, makes them invaluable to every ZZZ player.
Qingyi
The small NEPS officer is by far one of the best Stun units in the game. Just her basic attack alone can build Electric anomaly faster than any other Agent in the game.
If you have any plans on playing an electric-based team, then you better pull for Qingyi.
Zhu Yuan
There are two flavors of S-Rank DPS Agents. If you played the game since the beginning, you probably have Ellen, but if not Zhu Yuan is an excellent choice. There aren’t that many options in game for a solely Ether based team, but Zhu Yuan is so powerful that you might not even care.
Her barrage of attacks can decimate enemies from long and short distances, making her extremely verstatile and easy to play.
Ellen
As the first limited-time banner, the shark-tailed maid is one of the best Agents in the business. Her Flash Freeze mechanic allows her to output a large amount of damage by increasing her CRIT DMG.
Ellen becomes even more effective when paired with other Ice damage Agents, like the other S Rank, Lycaon.
Lycaon
The Stun class wolf butler from the Victoria Housekeeping Co. faction is the best Agent in the game if you’re looking for one who can apply Daze to your foes with incredible uptime.
Paired with Ellen and another Ice-type Support, you’ll be able to shred through just about any enemy in the game.
Rina
There aren’t many great Electric attribute Agents in Zenless Zone Zero, but characters like Anton and Anby can be carried to the top with an incredible Support like Rina.
This maid uses her two puppets, Drusilla and Anastella, to attack far-away enemies while reducing their PEN ratio, allowing your DPS agents to clean house.
